Neighbors United has submitted comments to the second proposed Mitigated Negative Declaration (MND) for the application to build a 77-unit apartment complex on the 1400 block of Hi Point Avenue. Under the existing R-3 zoning designation, the developers can build a project of up to 64 units by combining six parcels formerly occupied by single-family homes. The developers are seeking a density bonus to increase to 77 units by including a minimum number of low-income units. An approved MND would accept conditions that developers deem necessary to make the project viable.
Our comments challenge: 1) the calculation of the maximum allowable density, setbacks and height limits; 2) the overall aesthetics of a building of that size in this community; 3) storm water run off that is likely to result from a largely built out site, where the previous use allowed much more water to soak into the ground; 4) traffic circulation; among other things.
A public hearing will not be required for this project. A final decision on the MND is pending following the review of comments and any required modifications to the project plans. |
